has said that it is exploring the possibility of using the Indian Space Research Organisation (Isro’s) GPS-aided geo-augmented navigation (GAGAN) for safety at unmanned railway crossings, said a top official of Isro.

Suresh Prabhu, Union Minister for Railways, in his budget speech said that the Railways’ ultimate objective is to eliminate unmanned level crossings by constructing road over-bridges (ROBs) and road under-bridges (RUBs).


In the short term, Research, Design and Standards Organisation (RDSO) has been asked to develop a suitable device with reliable power supply system based on theft-proof panels/batteries in consultation with Isro, using geo-spatial technology, for providing audio-visual warning to road users at unmanned level crossings.


Further, a radio-based signal design project has been taken up with IIT Kanpur for warnings at unmanned level crossings.


Speaking to Business Standard, chairman A S Kiran Kumar said: “We have done pilot in two places, including one in Gujarat and trials are OK. We will showcase the proof of concept, while the RDSO will do the installations. Discussions are in progress with the Indian Railways for using GAGAN-based system and software.”


It may be noted, the system is a regional satellite-based augmentation system developed mainly to assist landing of aircrafts accurately.


He explained that using the GAGAN system a train with the necessary receivers would know the location of the level crossings and a warning signal can be sent and it can activate the train’s hooter automatically when it nears the level crossing at the level crossing itself.

NEW DELHI: The government will be monitoring online activities of bureaucrats on official computers, block content which it feels is adversely affecting the productivity of the babus and also have a right to delete e-mails or internet history on such computers after intimating the user. 

The measures are a part of twin notifications issued by the Narendra Modi government on February 18 by which the use of private e-mail networks like Gmail and Yahoo has now also been officially banned for all government use. 

Notifying an 'E-mail Policy of Government of India' and 'Policy on use of Information Technology resources of Government of India', the Modi government has now stipulated that only the e-mail services provided by NIC shall be used for official communication. 

"The e-mail services provided by other service providers shall not be used for any official communication," the notification says. These notified policies will cover all central government employees, employees of those state governments/UTs which use email services of the Centre and those states that choose to adopt this in future. The step was in the offing for long given the government's concern over foreign servers of Gmail and Yahoo and instances of US snooping. 

The notified policies stipulate measures to ensure secure and proper access to and usage of government's IT resources and "prevent their misuse" by users (officials). 

"Misuse of these resources can result in unwanted risk and liabilities for the government," the policy says. The measures hence stipulated are: "NIC may block content which, in the opinion of the organization concerned, is inappropriate, or may adversely affect the productivity of the users." 

Other measures spelt out in the notification are that NIC may monitor online activities on the government network, subject to SOPs as the organization may lay down, and the power with NIC to "access, review, copy or delete" any kind of electronic communication such as files, e-mails and internet history, for "security-related reasons" under due intimation to the user. 

The policy has also stipulated the terms of access to social media sites from government networks, saying users will always use "high security settings" on such sites, not post "offensive, threatening, defamatory, bullying, racist, hateful, harassing, obscene or sexist" material on Twitter or Facebook and not make any comment or post any such material that would "cause damage to the organization's reputation." 

The policy has specified that besides NIC, there would not be any other e-mail service under Government of India and says auto save of password or its sharing in the government e-mail service is not permitted. 

"All organizations, except those exempted under clause 14 of this policy, should migrate their e-mail services to the centralized deployment of the NIC for security reasons and uniform policy enforcement," the notification says. An exception has been made for organizations dealing with national security who have their independent mail servers. 

"They can continue to operate the same provided the e-mail servers are hosted in India. However, in interest of uniform policy enforcement and security, it is recommended that these organizations should consider migrating to the core service of NIC," the notified policy says.

LUCKNOW: The emphasis of Railway Budget 2015 is on promoting research in railways. Research Designs and Standards Organization (RDSO) has been asked to develop systems to prevent fire in coaches and prevent coaches from climbing over each other during accidents.

As of now, there is no technology with the railways to deal with on-board fire. RDSO has been given a bigger role to collaborate with institutes of repute to make train travel a better and safer experience.

Efforts in the direction have started already. On February 20, RDSO held a meeting with experts from IIT-Kanpur, IIT-Delhi, IIT-Bombay, IIT-Madras, IIT-Kharagpur, the department of science and technology, National Environmental Engineering Research Institute, Bhabha AtomicResearch Centre and Indian Space Research Organisation to apprise them of the pending RDSO projects and seek their expertise.

RDSO will identify specific projects like gate warning signals, fire control measures and reducing sound of powercars and seek cooperation from technical and environmental institutes. In the next six months, RDSO has to make available to the railway ministry design of vacuum toilets.

Railways aims to strengthen RDSO into an organization of excellence for applied research. Two projects of RDSO, Train Protection Warning System and Train Collision Avoidance System, will be installed on select routes at the earliest. RDSO has finished trial for the projects.

RDSO has also conducted trial for high speed (160kmph) trains. "We are working with Isro on warning systems at unmanned level crossings. Emphasis on RDSO will promote research and in the longer run, it will enhance passenger safety." said RDSO executive director (administration), AK Mathur.

This chair will help in development of new materials to be used in all assets of the railways,” Mr Prabhu said in Parliament.
He announced that the railways has decided to strengthen the RDSO (Research Design and Standards Organisation) to make it one of excellence in applied research. “RDSO would collaborate with institutions of repute. We will set up in 2015-16 four Railway Research Centres in universities for doing fundamental research,” Mr Prabhu said.
The railway minister stressed the need to invest in fundamental and applied research for seeking solutions to rail-specific issues.
The railways intends to set up a technology portal to invite innovative technological solutions, he said.

In a continuous bid to provide more services and better connectivity to the travellers on Indian Railways, the Minister of Railways, Shri Suresh Prabhakar Prabhu flagged off four new trains and extension of one train through remote at Rail Bhavan, New Delhi. The Minister of State for Railways Shri Manoj Sinha, Shri Chirag Paswan, MP, Hajipur and Shri Arun Kumar, MP, Jehanabad were also present. These new trains are; i) 19579/19580 Bhavnagar-Delhi Sarai Rohilla Link Express (Weekly), ii) 18629/18630 Ranchi-NewJalpaiguri Express (Weekly), iii) 68001/68008 Santragachi-Jhargram MEMU (5 days a week), and iv) 68749/68750 Anuppur-Ambikapur MEMU (6 days a week) as well as extension of 63208/63211 Jhajha-Patna MEMU to Jasidih. All these trains are part of the Budget announcements.
